If you need assistance in linking the right account to your main EA Account, then you need to contact EA Support if you're not sure as to what account has your Steam account: https://help.ea.com/en-us/help/faq/using-ea-help/
Do you have any progress on your Steam account?
And since you didn't receive the prompt, it means cross progression hasn't got to yet. Eventually, you will see the notification to merge your accounts.
