Have you tried to increase the Headset Volume?
Have you tried to decrease the Headset chat mixer to hear more of the Game?
If you increase Headset chat mixer then you 'll hear more the party chat and less the game audio.
Mic monitoring is how much you want to hear yourself while talking, it prevents talking loud.
Also, it makes a constant noise so i don't like it and i have it off.
Also go to System>Settings>General>Volume & audio output>Chat mixer> Select Do nothing
