What happens if you start up your PC in a Clean Boot before you launch Apex Legends? If there's something else running that might be causing the high temperatures that may help get around it.

I did a Clean Boot but unfortunately nothing changed

I guess you'll need my msinfo so here it is.

Is that a founders card? When it is running full tilt with no restriction, that is normal. I had the same issues on mine. I ended up going full custom water cooling loop to get the temps down.
