It does not make a different whether or not it is a clean boot.

Hey @ACatgirlsKitten Could you try going through ou Connection and Advance Connection Guides to see if they help with this?
My ISP apparently did some maintenance and it seems to have mostly fixed the problem. I still have occasional 1-10 packet loss but nothing like what I did before. It is confirmed an ISP issue, which is why none of the fixes worked.
