I have also had this problem (on PC) ever since the season 12 update. Before that the game ran perfectly fine. For me I get nearly all four of the in-game performance icons that pop up. Mainly I see packet loss and prediction error though, sometimes coupled with prediction error. The one I get least often is latency.

Which datacenter do you normally play on? If you switch datacenters do you notice any difference?
According to the game I'm playing on the South Carolina data center which has the lowest ping compared to other centers. Of the three options for SC when I switch between them all it seems to make the lag and stuttering worse. Hard to explain, if I play without changing centers I lag really badly but not as badly as I do once I try to switch. I haven't tried any other ones besides SC because the ping is higher so I feel like that would make it worse.

Could we try setting a different DNS in Windows to see if that makes any difference? You can change the DNS through the Windows TCP/IP Settings. For more info on how to get there check out the Microsoft Support website. If you choose the Manual option you can enter a DNS of your choosing.
I usually go with the public Google DNS (Primary DNS: 8.8.8.8; Secondary DNS: 8.8.4.4), but I've also heard that the Cloudflare DNS resolver can help (Primary DNS: 1.1.1.1).
