Season 10 "waiting for precache"

So this is now the 3rd season 10 update and every single time I am STILL waiting on precache for my ps4. It is a bit older (it was when Destiny first came out) but my gfs PS4 can boot it right up. No waiting for anything. I've seen a couple other threads with this issue but they all say "yup fixed" WHAT was done to FIX this issue? I have deleted and reinstalled, cleaned my ps4, rebuilt the database twice. It's been fine EVERY OTHER SEASON. I'd be okay with maybe a 2-3 minute wait but this is going upwards of 10-15 minutes and I'm sorry but I don't have time to wait for that because I could at least lose 4-5 matches before work. Lol. Please can someone offer a fix or devs find something going on with this precache wait time.
