Terrible FPS Performance & 99% CPU usage since Season 16 start (only S16!)

INSANE 40-60% FPS Loss in New Season 16 for ZERO reason (no hardware changes, no technical changes on user end, NOTHING) when prior to patch rollover on season 15 performance was flawless both stream...

I’m having this issue too! 

all of my stuff is updated i have an NVIDIA RTX 2070 with 16 gb ram. 

an hour before the season 16 update it was flawless i was getting 120 fps in game and like 200 fps in lobby.

now im at 140 fps in libby and it drops to 22 -30 fps in game.

Wtf
