Texture Streaming Budget Resetting to Very Low after restart

I have seen 5 year old posts about this but i recently upgraded to a 4070 super from a 2070 super and was kind of excited to juice up visual settings in Apex - but I switch the Texture Streaming Budget to High and every time I restart - it goes back to very low. I do not have "read only" checked. I have changed the value in the file to 400000 only to have it reset as well. I have changed all my NVIDIA global settings to balanced for the most part. I have validated game files on steam. I have uninstalled/reinstalled. I am at a loss. Any help would be great. TIA!!!
