This trusted file could not be loaded

I'll just keep it short, since there isn't much to go off anyways. Since like the anti-cheat update (if I'm not mistaken). I'm getting an error "This trusted file could not be loaded: e:\steam\version.dll". I already tried verifying and reinstalling and the issue still persists. I don't think I'm willing to be downloading random version.dll files on the web just to have a chance at fixing the issue or making it worse.
