Unable to get into a game, stuck on matchmaking

I have an issue on specifically the us-west-2 server, and i've never had this issue until the migration to AWS. I am unable to enter a trios/duos/ranked game with my game being stuck on matchmaking perpetually. It will start at ~5 players in queue, then increase to ~30 players in queue within 30 or so seconds, then reset back to ~1. Rinse, repeat. What's interesting is I'm able to queue into LTM modes with issue issue whatsoever. I am also able to queue into matches normally if I play on any other server such as us-east. I've already tried verifying files, and reinstalling. 

FWIW, seems to be a Hawaii related issue? Multiple people I know also from Hawaii are having the same issue.
