Unlink my steam from a hacked banned account. I have no access to the emails

Hi there,

My old account was previously hacked a few years ago as I was new to the internet and clicked on a bait link and they stole my email that I signed in amongst my other gaming accounts. My current steam is still linked to that Origins account and I have no access to it I recently tried to unlink the account and tried to link it to my new EA account but it wouldn't let me as my steam is still linked to the banned account. How can I unlink my steam to the banned account to my new one? Every time I buy an EA game off still it automatically connects to the banned account and I cant do anything about it. I have no knowledge of what that person did with my account. I just want to link my new EA account to my steam. I don't want my old account back at all. The person has access to the main email that I signed up with and has changed the password to that, including with my recovery emails.
