120s cooldown on helis/attack vehicles should not be put in place in conquest

The proposed change for 120s cooldown is a good one - for breakthrough. 

For conquest it makes no sense to have such a long cooldown.

a 120 second cooldown on the Jet/NB/Attack heli means the enemy team gets two minutes to farm infantry without worrying about other aircraft contesting them. With more Hinds/Condors on the map after this update those vehicles are really going to farm and frustrate infantry.

Many times the attack aircraft slots are taken by players who use jets just to ram or just to fly to an objective and jump out. 
Making these changes to conquest will basically make playing the game as a pilot useless.

I would ask DICE what they see the role is for players who enjoy flying aircraft in this game?
Are they supposed to roll the dice on getting an air vehicle, and when they eventually blow up, are they meant to wait two minutes to respawn? are they meant to just play infantry instead and then hope they can get another jet/heli later? Is the player who likes and is good at flying vehicles only expected to fly a vehicle once per match? 

I dont know what DICE's thoughts on this are. obviously they need to be balanced against infantry. But it feels like DICE has panicked in this recent change to basically just do anything to cater to infantry players who have no idea how much skill is involved in using aircraft and complain about dying to a heli without realizing that aircraft also fight other aircraft and keep infantry safe from enemy vehicles.
