I think it's not good idea.
Dev wants to show players how to play in team where every player has a different class.
And every class do the best what can on battlefield.
On beta recharge C4 was for test, not for final build, in every previous battlefield C4 was not recharge.
If we do C4 recharge, we create other problems with useless support class and self-sufficient recon.

Yes and in every previous Battlefield c4 was a Support item, which allows you to give yourself endless c4. This Battlefield sucks because that got removed.
