What is the point of Blocking players?

I have a few people blocked via both the ingame profile block function and on xbox yet I am still faced with the same people all the time.

They are not bots, they dont have the icon next to their name. Is this a bug and if not then why am I still being put in matches with these people?

Why would blocking prevent them from being in the same lobby as you? That would be horribly abused if it worked like that.

It blocks them from communicating with you, it doesn't stop you from being in the same game.
Why would it? Then salty players could just block anyone who is better than them.
