Where to inquire about refunds due to cheats

Not as bad as it's going to get as players get aggravated with the cowards who run cheats, and therefore join their ranks. But, wanted to know how I could request a refund for the game? As the cheaters are compounding daily it seems, and most not trying to hide it.
