Cannot create Server with Portal

When I go to create a server for a verified breakthrough map with bots backfill, it tells me I don’t have the ability to play because:

“Player needs to own premium content” I own the full game. Why is it doing this? It didn’t do it when I made a map with unlimited ammo and health regen. 

I’ve seen others have similar issues. Will this get fixed? There is only 1 server in my region with bot backfill breakthrough and it is only available sparsely.
