So i tried absolutely everything, updated video drivers, updated windows registry, tons of reccomended settings in game and out
one of these three issues fixed it for me
- Steam, reinstall steam if you're using steam, you can just download the new copy and install, it will leave everything else the same.
- turn off steam cloud for the game, the hand off didnt seem to be handled well, you can do this by right clicking on the game title and going into its settings/properties
- match your desktop resolution to the game resolution including refresh rate
