HELP, Low FPS CPU with Ryzen 9

I am having an issue that just started 2 days ago out of nowhere making the game unplayable. As far as I can tell something may be going on with the cpu which shows low fps in the display. I've updated bios and the gpu to current versions. Obviously tried restarting for like 5 times so that's not going to work and other games don't have issues like this. I tried lowering the settings to the lowest and this still didn't impact that cpu in the picture. Anyone else start randomly having this?

So I cleared all my shader cache's and that seemed to help some but not back to normal performance. Checking my AMD software it is showing a gpu that is maxed out and looks to be the AMD Radeon 610M. Does this mean my Nvidia 5070ti is not the actual one running the game some how? I don't understand if that's the case because the FPS info shows my 5070...
