Matchmaker splitting up low pop region players into separate lobbies post-game

Been a few days, it's still broken.

I have people on my friend's list who are all in separate conquest lobbies that aren't full around 45/64. Why does the matchmaker not prioritize filling a single server? At this rate BF6 is going to turn into a PvE game for regions with smaller player counts despite having more than enough players to fill servers.
