This is fine. As suspected your system cant handle the load.

While we can keep trying to discuss / to fix your problem here. 

By the first look at your specs in the DXDiag it looks like your Notebook is slightly under the minimum required specs. And given that it is a notebook there might also be some CPU clocking problems.

well I dont know if it's allowed here but 4:04 this was on official servers it was running smootly until it wont

The 2 Yellow symbols on the upper left say, your system is not fast enough to handle the 60hz Servers and you have a ping variation. 

Enable Netgraph and record a new video please
