Season 3 broke 1% lows on CPU bottlenecked systems.

Performance is so, so bad now. I thought it would just be Golmud and my second-hand Ryzen 7 3700X, but it is happening on some other maps too. I get unplayable stutters and frametime spikes, especially in gunfights on Golmud and Cairo.

My in-game FPS counter was up at 90 FPS in S2, but now it is around 70 FPS and drops below 45 FPS in most fights. I lowered my in-game FPS cap to 60, and it still feels the same.

There are many other reports online from people with CPUs up to the 7800X3D getting bad performance in this same pattern. I'm really annoyed because I upgraded my old CPU just to play this game, so I hope it gets fixed. I'm 90% sure this is an issue with the game on all CPU-bottlenecked systems.

I bottomed out every single setting except textures, which I left on High at 1440p because I'm on an RTX 3060 12GB with DLSS Quality enabled, and I got hardly any change. The in-game "CPU FPS" counter is going red, while the "GPU FPS" counter is over 120. With the MP/s counter, it is the same but slightly lower and red rather than orange. After I upgraded to the 3700x my game always felt smooth until S3 even at roughly High 1440p.

Most people whose systems are CPU bottlenecked are having these issues. Online, I saw reports of a 7800X3D getting roughly 50 FPS 1% lows on Golmud, a 5700X getting 45 FPS 1% lows, and now me with a 3700X getting 40 FPS 1% lows.

It is great to have new content, but there is no point in a gunplay change when every time you fight someone you get 40 FPS. This issue is widespread, and I even found a Reddit thread about it within the first day of S3. The game is really hard to play right now.
