Please include this network graph as well so we can see what the Client Frametime (CFT) is. We'll be able to calculate the framerate from it.

OceanGrown97 thank you for posting a screenshot.
Client frame time (CFT) is 17ms which means the framerate is below 60fps. Anything above 16ms is bad.
Type this into the Battlefield command console to see your framerate in the top right corner of the screen.
PerfOverlay.DrawFps 1
The CPU fps in top right corner of the screen is your actual fps. If it's red in color that means below 60fps.
