PolishDrunker thank you for posting the HWiNFO System Summery.
The CPU memory looks good. It's in dual channel mode and running at 3200MHz.
The reason it says 1600MHz instead of 3200MHz is because it's double data rate (DDR) memory, which transfers data twice per clock cycle.
1600MHz x 2 = 3200MHz
It's confusing. The memory is running at 1600MHz but because it transfers data twice per clock cycle it's considered 3200MHz memory.
Try turning the CPU fan speed up to 100% and see if that keeps the CPU speed closer to 4GHz.
You can see CPU speed in Windows Task Manager under CPU performance tab.
I've tried several tools to control the fan speed, but none of them worked. However, I think the fans are still running at 100% under load anyway. I guess there isn’t much more I can do. I can only keep my fingers crossed that a new workaround or solution will be implemented in the next updates.

PolishDrunker I think I found the Asus support page for your laptop. I think fan control is in the MyASUS app. I would search for MyASUS in Windows Start menu.

Nah, in MyAsus you've got only fan presets (performance or quiet). Ofc all the time I use performance

@oskool_007 Do u know if any potential solutions are under discussion internally? Or it's more like architectural design issue and we'll never see fix?

PolishDrunker Battlefield games have always been extremely heavy on the CPU. I'm not an employee or contractor working for EA.
Based on all the past Battlefield games I've played. I don't expect a game patch to lower CPU usage.
I've been bitten by Battlefield CPU issues in the past. I built a brand new i5-6600k desktop PC for Battlefield 1. Only to find out the CPU and memory speed was too slow to prevent fps dips below 60fps in 64 player conquest.
I had to turn around and buy a i7-8700k CPU for $350 and a new Z370 motherboard for $120.
