cannot update bf4's punkbuster to the newest version

i get this error after getting kicked "This PB Server Requires (A1390 C2.350)"  i have tried using the PBsetup.exe to update the punkbuster version for bf4 and it fails on a file telling me to try ag...

    i used my phones hotspot to download the update.....i wanna cry, i hate my provider

    purged PB from my pc, rebooted, run the PBsetup.exe and i get the same error, now i dont have any PB for bf4 unless i repair the game but that makes no difference
