Agree with this, the solution needs to be that every recruit should start as open in the portal (with the exception of deal breakers), and then they quickly move to a top 8 or top 5 based on who offers them. That will help solve the problem of great players in the portal getting no offers and then disappearing from the game too.
At times, there is no way to even attempt to fill a hole in the portal, as you can have your entire QB room enter the portal and then not have any portal prospects at that position interested.
