If you've paid directly for a game, you absolutely shouldn't need an EA Play subscription to play it. In this case however, it looks like the C&C games previously on this account were played through an EA Play subscription. Once that subscription ended you'd no longer have access to those particular titles as a result.
You can take a look at your order history on this account page to double-check any purchases made on this account. If you had purchased those directly through EA app in the past, it may be worth checking any other emails or accounts that may have been used just to make sure it wasn't purchased elsewhere.
If you didn't purchase those through EA app directly but bought them through another retailer and just redeemed the codes on this account, our support team can help make sure you're able to access those games. If those are on a different account, they may be able to help consolidate them to a single account as well.
In either case it'd be best to get in touch with the support team directly so they can dig into this a bit more and make sure you're not having to pay for something you'd already purchased once.
