Background services crash

I’ve been trying to download the sims for weeks now. It wouldn’t update so I uninstalled to reinstall it and it wouldn’t install, it would get to 2% and then not go any further. 
now anytime I try to get on ea won’t work. It keeps saying background services crashed. It won’t let me uninstall the app. I’ve fully reset my computer and redownloaded ea only for the same thing to happen again. Sims gets to 2% and no further. I try to close and reopen ea, it says background services crashed. I try to delete the app to reinstall and it says something went wrong
