I honestly wish some high-powered legal firm would file another class-action against EA for these sorts of anti-consumer business practices where they sell goods and services and then fluidly change implied and reasonably inferred terms after accepting payment.
There are gamers who prefer to at least keep one machine with Windows 7 for playing older games or becauae -- let's face it -- it's objectively better for DX11 and lower games. They bought EA's products with the warranty and representation that their machines met the system requirements. Then, because EA decided to lock out Windows 7 at a later date via their launcher, they can no longer play games they paid for on the systems on which they installed them.
Seriously, they need to be hit hard for this kind of nefarious business practice.

And now I remembered as to why PC gaming mostly fell out of favor for me, forced obsolescence! I used to really like PC gaming a few years ago, but ever since Steam announced they would be dropping W7, not really that much anymore! Now I ONLY have Minecraft, and if anyone recommended me a game that required me to have any kind of game client installed, I won't buy it! The last time I ever bought something from any game client was November 2022. These days, I'm mainly investing in legacy consoles, including Nintendo DS/3DS, GameCube, Game Boy Advance, PS Vita, PS3, and PSP, because at least with these, as long as I have the system, I'm good to go. I'm not forced to have some game client installed just to play the game. Also, my gosh, I remember when I first got The Sims 4 (back in May 2022), which I literally no longer have access to, from Steam and needing to have another game client installed, which was Origin at the time, I wasn't impressed, literally needing to have TWO game clients installed just to play 1 game, like it's ridiculous, and I don't think I'm alone in saying this! Nowadays, I only use PC for specific things, and that's about it. For gaming, my Nintendo/PlayStation collection is what I'm into anymore.
Oh, but I will note that I have The Sims 2 and The Sims 3 on discs, which don't need the EA App, so I can still play these on my W7 PCs.
Sincerely,
A former Sims 4 player

With all due respect, the title of the thread is "Can't Install EA app on Windows 7 - Error INST-21-25-006"
If your issue is different, instead of complaining about it being different and possibly getting buried here, then perhaps a different thread that addresses your concerns regarding your Windows 10 issue.

For those who are unable to install the EA app under Windows 7 due to error INST-21-25006, I made this hacky workaround guide to get it working again.

I have the exact same problem, I've tried everything and I can't download the EA app anymore. Did you manage to solve it? If so, how?

I can't believe after over a decade of playing The Sims 2 and 3 on the same Windows 7 PC, my access to these games are gone. Now I'm unable of either need of repairing or reinstall games or play my already installed games on my PC gone because EA couldn't do what Steam and GoG Galaxy did, just stop updating the launcher and still let you access your digital library to install, repair, and play your games. And this is what Sony wants to do with getting rid of their physical discs to force only digital store purchases? Where's the convenience in all of this?!

Before I start, I understand that Windows 7 is obsolete. That should not matter for my video games however. I can still play on my old PS2 and PS3 and winXP, and my games are not locked off just because the consoles are obsolete. Upgrading this PC to win10 and so on is out of the question.
I have a Win7 PC with Sims3 installed. I have a few stuff packs I got off Origin, but expansions and basegame are bought on discs, but I believe I installed them through Origin as I could re-install it at some point using my disc codes in Origin or something. I forget. But I have the latest disc.
(My last expansion disc only wants to "install" tho, so something got changed when I started using Origin I guess.)
Anyway. The EA app was fine last December, but however now it's refusing to start. I went and updated the app since it refused to do anything (but kept the old install exe). The new app would not even install, and infact uninstalled itself on my PC. I managed to re-install the earlier exe but it still will not start. It just goes to "downloading" and then instantly shuts off.
Since EA refuses to let me launch my game, I cant play my game on my own PC. A game I own on disc even.
Does anyone know of a fix? I dont know what to do. Is it possible to use a working older launcher somehow? I could block it from going online with my firewall I guess, but I'm not sure it will even work as it seems to want to look for updates immediately. (Thew new installed would shut down if I tried to keep it from going online.)
It should not matter that I play in Win7, as the game works fine on this PC and my game does not need internet or any EA server to work.
Does anyone know what I can do? I dont remember which version of the game I have, and I cant check since I cant reach the launcher. The Nraas thing does not help me as I have a mix of disc games and origin bought stuff packs, and I prob dont have the right version.
I just want to play my game in peace on my computer. I dont understand why EA could not just leave the older app alone and just if anything dont let games go online or something.
My win7 is 64bit so they cannot claim that this is the issue.

I know you do not want to hear this, but Windows 10 is the minimum requirement for the EA app.
Who can download the EA app?
The EA app for Windows is available to all players on a (minimum) 64-bit PC system, running Windows 10, and 11. The EA app for Mac is available to players on macOS Catalina or newer.

Yes, but what changed from December to today that rendered the app useless? It was working fine half a year ago. It also straight up feels like EA has stolen my games and are holding them hostage, on account of not giving me an option to play them any other way.
If EA now suddenly has a minimum requirement, they should "release" the games from the bonds of their launcher and let us play them without their launcher. I dont think this is morally right in any capacity to force the games I've purchased, well before EA grabbed the rights to them, behind a not-needed launcher, and then wash their hands of them and say sorry, these are not for you to play anymore.
Had I known 5 years down the road that EA was going to rip the games out of my hands, I would have made sure Origin and whatever was never gonna see the internet again.
Why is there no work-around for older setups? It would have been as simple as just an offline, standalone launcher. Especially considering it working fine 6 months ago. It's really not right.
