Can't install EA App error INST-21-32

When installing the EA APP, an error "inst 21-32" occurs regardless of the method, and this issue has persisted for at least half a year. I have made multiple attempts when trying to install Battlefield 1 and Battlefield 5. Both the installation package automatically installed via Steam and the one downloaded from the EA official website trigger the "inst 21-32" error. I have changed the time zone, enabled VPN, and used network accelerators, but none of these have worked—the error "INST 21-32" persists indefinitely. What exactly does this error code mean? I am using Windows 10 22H2 64-bit, and my configuration is completely modern. The installation failure has troubled me for too long, leaving me unable to play multiple EA games. I truly miss Origin.
