Hey all,
I figured it out, at least in my case. From the EABackgroundService log telling me I didn't have permissions, I asked EA chat support to just delete the game from my account and re-add it. This is all it took. Sounds like they must have done some sort of migration process with our accounts and it was not tested very well before they implemented it.
Let me know if that helps.

Sorry, should have included that in my previous message as this is a headache as well.
First, goto: https://help.ea.com/en/contact-us/
Second: Find your game.
Third, and the most annoying step: select a topic and issue followed by clicking Select contact option - you may have to play around with this such that you find the chat support. Phone support would do it as well, but I prefer chat personally when dealing with these minor issues. You need to select a topic that isn't bug support or technical support as that won't get you through to phone/chat support, it'll always be an email.
What worked for me was Orders followed by Order not Received. Just tell them your issue, and that you'd like them to delete then re-add your game to your account as you think it might solve the problem. They did it pretty quick, but it takes a moment or two for the game to get re-added to your account.

I tried this with TWO CSRS and both told me IT COULD NOT BE DONE. Both told me to file BUG reports.
Instead I did some internet sleuthing and found this ancient download for Origin from 2011 lol...installed it, updated it and it works!
Downloading BF2042 issue free thru origin now!

This is exactly what I have had to do in order to play Battlefield 2042.
