Can't access EA account!!

So, I have an EA account linked to an email address that I no longer have access to, and that account is also connected to my Steam account. Every time I try to play an EA game or log in to that account, I can’t because it requires a verification code sent either to that email via Gmail or to the phone number linked to that email address. The only access I still have is the linked phone number, but when I request the login verification code, I get a notification saying,,

(Your request cannot be completed. Service limitations apply.) 

I’m really confused because verifying via phone number is the only option I have. My plan was to create a new EA account with a different email, but I would still need to unlink the old EA account from my Steam account—and unlinking it still requires me to log in.

How can I fix this?
