Enable Voice Chat - Wont Enable

This radio button won't turn on for my son.  We have tried to enable via the xbox settings, xbox family settings and EA sports account settings with  no luck!   It sure would be nice if there was an error code or something to tell us where to look and what to do!!!! There are 6 accounts all linked between my son and I, and we dont know where to look!!! Help!!!!
