Someone made an account under the email I'm using for said account?

So I got an email saying someone had made, and verified, this account using my current email address, naturally I made sure to change the password to this account and all its information, but... I do...

Just happened to me. So was my email hacked? I got a security code email from EA and then 10 minutes after that a Welcome email. I changed the password and the account shows my email is verified. Account was created today, no info except a birthdate that isn't mine.
