Someone made an account under the email I'm using for said account?

So I got an email saying someone had made, and verified, this account using my current email address, naturally I made sure to change the password to this account and all its information, but... I do...

Same issue. Has anyone figured out how to delete an account. I changed the password and also the user name and removed my device. Don't know what else to do.
