EA Play subscription is not discounted on Steam

EA Play page on Steam advertises first month as "Get EA Play for $0.99*" but the price is normal for both yearly and monthly subscriptions. The asterisk says the offer is for new and returning users only, and I have not used EA Play on my Steam account before. What's going on?

I am in Finland, in case this is a regional issue.
