Historically transfer market bans haven't transferred between games, and if the ban specifies that you got it in the current FC it shouldn't carry over into the new one. If you look at our article about the transfer market:

Transfer Market bans don’t roll over from EAS FC 24 to EAS FC 25

If you were banned from the Transfer Market playing EAS FC 24 it won’t transfer to EAS FC 25, but you’ll need to earn access to the Transfer Market when playing EAS FC 25 for the first time. 

If you have a franchise ban from the EAS FC franchise, this will carry over to EAS FC 25 and affect your ability to access the Transfer Market.
