Fps dropping on cutscenes

Hello guys,

I have my graphics on medium and low with motion blur and strand based hair off and my display settings is fullscreen( i tried also borderless),1080p 165hz(also my motiror is 165hz) and frame rate limit on 90fps,vsync off, cutscene performance full frame rate(also tried half)100 renderscale and dynamic resolution scaling off.When i start a match the intro of the match has 10-20 fps also when it is about to kick off and the it comes back to 90fps,also when it is halftime for 1-2 seconds i have 10-20 fps and at the end of the game when i get my rewards it also drops for 1-2 seconds on 10-20 fps.It does this on pauses in game after i restart it.I have tried everything from youtube to Reddit even chat gpt but nothing works.Can anyone help me?(My specs is Ryzen 5 7600,rx 7600xt,32 gb ram expo-on).
