low fps and lag pc

after the last patch? especially PC Players. 

it’s literally unplayable. Fps dropping to 30-40 for no reason and a 2-seconds delay? 

the problem worsened: entering a match (and sometimes menus) causes framerate to drop below 10 FPS with heavy stutter and input delay.
