MY GAMEPLAY GOES SLOW IN OFFLINE AND IN ONLINE MODE MY CONTROLLER DOESNT WORK

Please help me do something I want to play my game I have spent 100 euros on and I can't enjoy it because it works as if the game was at x0.25 and in online mode the controller doesn't work. I want an update or a solution other than changing the monitor to 60hz and activating vsync because it doesn't work for me and you can't play like that, as for the recommended system requirements I exceed them with a 4060rtx graphics card and an i9 13th processor with 32gb RAM and 1TB of space. Please help!!! :(
