[PC] Stutter/Speedup lag after shaders recompilation

I updated my NVIDIA drivers to the latest (Nov 4th), launched the game, the shaders got recompiled. After that, the stuttering which disappeared for me for the last 30 days or so, is back again. why can't we enjoy this game on PC?
