Guys I have the same issues like You are, but I have fix for that, which worked for me most of the time.
After loggin into the game there are 2 main key graphics setting which should be done: 60 fps limit and VSYNC ON... There is a bug in the game, which in random moment (for example entering UT mode or even new match in random mode) reset those settings (vsync set up automatically OFF and FPS limit is also higher than 60...) and then problems persist every time, so... when game start loading (i mean SB, rivals, tournaments). You must put a pause every time in the start of the game (rivals, sb) and check those 2 settings. There is 50% chances You will need to set them manually every time. I did it in every game and it worked for me. It also fixed controller problem.
Other way if I see fps drops in UT menu mode (yes it appears here also unfortunately), I just quitting from UT mode, check those 2 setting in graphics and login again - it also worked for me.
I know its annoying doing it every time (again and again, wasting a lot of time) or even very often but for me its the only way for now to play till they were fix this finally. I hope it will be patched soon, bcoz now we had not working and unplayable game. Nice work EA.
