Severe input delay during gameplay

hello i am experiencing a severe controller input lag/delay that ca reach 5 seconds, my network is good, cpu gpu and memory usages are not at the limit 
I'm in pc 
the problem occurs only during gameplay online but when scrolling through settings and menu everything is fine
