The gameplay stutters and the graphics settings constantly change

When will something finally be done to stop the graphics settings from changing even though they're saved? The gameplay stutters and is unplayable. You mark a problem as solved and suggest deleting your profile and creating a new one, so that everything stays saved, thus solving the problem. The problem isn't solved because the tip didn't help at all.
