Matchmaking issue

So im asking for a friend who has this problem 

we have clubs team and my friend (PC ) and his brother (PS5) plays with us in the same club they live together.

They have an issue which is when we search for a game and find opponent the game will load for 5 seconds then go back to lobby we can do this more then 10 times the results will stay the same 

BUT, apparently if one of them leaves the lobby and stays on bench then we will enter a game immediately.

So my question is this issue related to them having the same network ?  And if yes is there a solution where one of them doesn’t have to change his network
