Check if the "Documents\Bioware\Mass Effect Legendary Edition\Save\" folder is still empty please. 

If yes Post a new DxDiag. 
Do you use any mods? 

The "VCRUNTIME140.dll" is a "Visual C++ Redistributable 2015 - 2022"
DLL.
This error with the DLL at MELE is usually a clear sign of either a corrupt save game or a problem with the Visual C++ Redistributable 2015–2022 itself.
Having checked both, and your game is still not working, so there must be another issue.

Didnt work, same thing. launcher works, then crashes at splash screen at the mass relay before starting any three of the games

Sorry for the late reply, had a busy weekend. 

1. Make sure Steam and EA app are closed.
2. Disable the internet connection of your PC.
3. Go to your "Documents\Bioware\Mass Effect Legendary Edition\Save\” folder.
4. Move the "ME1, ME2 and ME3" folder and to your Desktop. (The folders must be gone from the original path!)
5. Test the games. (Do not go online before you tested.)

Didnt work, just froze at splash screen and sent me back to the launcher
