Hello!
Here are two ways I vanilla'd the game:
- Used Trilogy Save Editor to restore LE2 using a backup file
After testing it out and still did not work, I (but still couldn't work)
2. Used Steam to verify file integrity of entire MELE, automatically replacing all modded and corrupted files with the clean version
May I know if there is a tutorial on how to back up these files and test them? I'm a little lost as I'm an absolute boomer at tech. Really sorry!
Make a backup of your "Documents\Bioware\Mass Effect Legendary Edition" folder.
Then:
- Go here and download "Revo Uninstaller. (The freeware version, Portable version works too.)
- Run "Revo Uninstaller" > Uninstall the MELE.
- At the end of the main uninstall, Revo will ask you which cleaning method you want to use. > Select "Advance" > Browse.
- If "Remaining registration content found" is displayed > Select All > Delete > Next
- When "Remaining Data and Folders" is displayed > Select All (Make sure your Backup folder is not in the list) > Delete.
- Restart the PC
- Install the game from Steam. > Test

I have done all the steps, but I still get the same result. I will try again another day. In the meantime, are there any alternate solutions?

This is very strange, a bug like this should be cleared by a re-installation.
It is possible that the error is present in the save game, try to use an older save from before you acquired the Reaper IFF.
