I have an i5-8600K that supports AVX however I tried the @dvidebyzero non-AVX launcher here ("Update v2") and renamed the original launcher in "C:\Program Files (x86)\Origin Games\Mass Effect Legendary Edition\Game\Launcher" to "MassEffectLauncher.original.exe" and drag and dropped the custom launcher in that directory and then launched it through Origin and it works!
It works with all my usual applications started such as Razer etc., re-enabled those when I didn't get the game working (the "msconfig" modification).
Update:
Well works as in "it plays" but I get a lot of freezes in combat and in cutscenes so it kinda makes it unplayable unless you are a masochist.
Update:
Disabling V-Sync and setting the frame rate to 144 (since I have a 144Hz monitor) solved the stuttering / freezes / lag improved the stuttering but it is still there ☹️

Grateful for the work done by @dvidebyzero, but I still can't believe it all revolved around the launcher, since when does a launcher cause this many problems?

Just wanted to confirm that version 2 @dividebyzero's compiled launcher solved the problem for me. ME1 takes a very, very long time to load, but it works now. Problem solved.
