The error code points to missing files inside Windows but could also be triggered by a hardware error.
This CPU however is really old, has only two cores and is clearly under the minimum system regiments for the game. Meaning this problem might not be solvable.
- Hit Windows key and X.
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered.
- Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Checkhealth” without quotes. > ENTER.
- If errors are found, notify us. If no errors were found reaped steps 1 & 2.
- Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes. > ENTER.
- The system will start validating soon. If it throws an error, please list it here.
- After it reaches 100%, hit Windows key and X again.
- Again, choose “PowerShell (Administrator)” or “Command Prompt (Administrator)”
- Inside the PowerShell or CMD, enter “sfc /scannow” without quotes. >ENTER.
- Post the message you receive at the end of the processes here.
- Make sure Origin and Steam are closed.
- Delete the "bink2w64.dll" and the "MassEffect1.exe" from under "D:\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME1\Binaries\Win64"
- Start Steam > In the library it should say "Download" now > click it. (Stem should only download the missing files and verify the rest of the files again.
- Test.
The UOTrace is fine.
Make sure Origin and Steam are completely closed.
Clear your temp files:
- Press the Windows key and "R" at the same time
- Into the new window, type or copy & paste: "%temp%" (Without the quotes.) > hit "ENTER"
- Now your Windows Explorer should have brought you to the "C:\Users\>your user name<\AppData\Local\Temp" folder. > Delete all files and folders in it.
(If some files or folders can't be deleted, reboot and try again.)
- Try to clear your Origin cache.
All settings in Origin (only in Origin not in the games) are back to default settings after this.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%/Origin" (without quotes) into the new window > hit ENTER
- Delete all the files and folders in the Origin folder, except for the "LocalContent" folder.
(The "LocalContent" folder must remain untouched.) - Delete the "Mass Effect legendary Edition " folder inside the "LocalContent" folder.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%AppData%" (without quotes) into the new window > hit ENTER
- Now your Windows explorer should have brought you to your "C:\Users\>your user name<\AppData\Roaming" folder.
- Delete the "Origin" folder inside the "Roaming" folder.
- In the address bar of your Windows explorer click on "AppData".
- Open the "Local" folder.
- Delete the "Origin" folder inside the "Local" folder.
- Restart your PC. > test.

Go to your ">Drive<:\Program Files (x86)\Origin Games\Mass Effect Legendary Edition\__Installer\vc\vc2015\redist" folder.

Run the "vc_redist.x64.exe" as administrator. (Right click on the exe > Run as administrator.)

Restart the computer.

Run the "vc_redist.x86.exe" as administrator. (Right click on the exe > Run as administrator.)

Restart the computer.

Test.
If you get an error message that another version of vc_redist is already installed:
- Go here.
- Download the "vc_redist.x64.exe" and the "vc_redist.x86.exe".

Run the "vc_redist.x86.exe" as administrator. (Right click on the exe > Run as administrator.)

Restart the computer.

Run the "vc_redist.x64.exe" as administrator. (Right click on the exe > Run as administrator.)

You might have a problem with the Origin (Steam, Discord) Overlay.
Try to disable them.

I ran through all of the steps you outlined (except the last, I don't use EA Desktop), but nothing has changed. I still get the message from EA stating I am not connected to the internet, and that I must connect in order to activate my game on this computer using my EA account. Any other potential solutions?
In a different game, I notice I can no longer connect to in-game multiplayer menus used to browse games to join. Possibly related? I've tried running ME:LE after I turned off all AV and firewalls with no success. Are there other ports that these two games may share that are not open? EA customer service had me open 80, 443, and 8080. Thanks for your tenacity!
