Am I hearing a fake Clap emote audio?

Hey,

I use the Clap emote a lot to often congratulate nearby skaters if they do something cool or if I notice they're new enough to deserve some praise for a trick. 

I have been hearing what sounds like a skater holding a skateboard and clapping nearby but I never ever can find them. I'm beginning to think it was added as an ambient sound but it's lowkey got me searching around nearby for someone to notice me.
