Soft locked at the start of the Jedha sandstorm

Playing on PS5 Pro, during the objective "travel to Cere's base" at the Sandblasted Vestiges.

The sandstorm hits, Cal calls out to Merrin. I advance towards her, she calls back. And then nothing. She just stands there, not moving. Progress can not be made.

Is my only option to restart the game?
